The High-Tech Park of the Kyrgyz Republic is a special export-oriented tax regime for IT companies operating in the international market. The HTP provides residents with preferential tax treatment and institutional support for the development and scaling of technology businesses.
History of creation
Kyrgyzstan is a landlocked country. Our horizons have always been defined by mountains. But in the 21st century, a new ocean emerged — the digital one. And that ocean became the internet.
In the late 2000s, the information technology sector in Kyrgyzstan began to grow rapidly. Young professionals and IT companies increasingly worked not only within the country but also entered international markets. Geography was no longer limited by physical borders.
To compete globally, special conditions were needed — a modern legal framework and a competitive tax environment. This led to the idea of creating the High Technology Park: a space where digital businesses could grow freely and confidently.
In 2009
The practical implementation of this initiative began. On July 8, 2011, the Law of the Kyrgyz Republic No. 84 “On the High Technology Park of the Kyrgyz Republic” was adopted, establishing the legal status of the HTP and defining the operating conditions for its residents.
In 2012
The HTP Directorate was formed, ensuring operational management and further institutional development. From that moment on, the Park became a fully functioning platform for the growth of export-oriented technology companies.
Each year, the number of residents increased, the geography of partners expanded, and the volume of digital service exports grew. Despite being landlocked, Kyrgyzstan began confidently entering the global market through the digital space.
Today, the High Technology Park is a well-established ecosystem that brings together entrepreneurs, developers, startups, and international partners.
