Where to Develop an AI Company in 2027: Kyrgyzstan, the UAE, Singapore, Estonia, or the United Kingdom?

Tax incentives offered by Kyrgyzstan’s High Technology Park, an international comparison and a practical guide to relocating a technology business.

DISCLAIMER

This article supports business planning for 2027, drawing on the rules and official guidance available as of 12 October 2026. Their application in 2027 will depend on subsequent legislative changes.

This article is for information purposes only and does not replace individual tax or legal advice. Before incorporating or relocating a business, verify the current rules and their applicability to your circumstances.

An AI company may sell its product in one country, hire developers in another, and operate its computing infrastructure in a third. Where, then, should it incorporate and develop its business?

The answer depends on the company’s activities. A developer of a profitable software product has different priorities from a research laboratory with substantial model-training costs. Alongside taxes, companies need to assess talent, banking and payment arrangements, access to computing resources and customer requirements.

Kyrgyzstan merits consideration in this comparison. Eligible residents of the High Technology Park of the Kyrgyz Republic (HTP) qualify for exemptions from corporate income tax, VAT and sales tax under the special regime. A 1% contribution to the HTP Directorate remains payable, while a preferential personal income tax rate of 5% applies to employees covered by the relevant provisions.

The following sections compare five jurisdictions and explain when relocating an AI business to Kyrgyzstan may offer practical benefits.

What Tax Models Are Available to Technology Companies?

The table summarises selected corporate tax rules as of 12 October 2026. Europe is represented by two separate examples, Estonia and the United Kingdom; there is no single “European” tax regime in this comparison. This is not a ranking of the overall cost of doing business. VAT, employment costs, taxes payable by owners, specific deductions and eligibility conditions can materially affect the outcome. Large multinational groups also require a separate assessment of minimum taxation rules.

Jurisdiction / regime

Main corporate taxes and contributions

Key considerations

Kyrgyzstan — HTP

Exemptions from corporate income tax, VAT, and sales tax under the special regime; exemption from VAT tax-agent obligations when purchasing eligible work and services from foreign suppliers; a 1% contribution to the HTP Directorate on the applicable revenue base

HTP resident status and compliance with activity, income and export requirements are necessary. The contribution is calculated on revenue, so it cannot be compared directly with a corporate income tax rate, as detailed in the HTP IT tax regimes overview.

UAE — general rules

0% on taxable income up to and including AED 375,000; 9% on the amount exceeding that threshold

The threshold applies to taxable income, not revenue. Special regimes and large multinational groups require separate analysis under UAE Ministry of Finance corporate tax rules.

UAE — free zone

0% on Qualifying Income where the conditions are met; 9% on taxable income that is not Qualifying Income

Free-zone registration alone is insufficient. Qualifying Free Zone Person status, the nature of the income and all other conditions must be assessed.

Singapore

Standard corporate income tax rate of 17% on chargeable income

Partial exemptions, exemptions for eligible new companies and other IRAS measures may reduce the effective burden. Temporary measures for a particular tax year should not automatically be assumed to apply in 2027.

Estonia

Profits are generally taxed when distributed: 22/78 of the net distribution, equivalent to 22% of the profit before tax

Retaining profits in the company generally defers this tax, but certain expenses and payments are also taxable under Estonian Tax and Customs Board rules. Describing the regime simply as “0% corporate income tax” is therefore inaccurate.

United Kingdom

Main rate of 25%; small profits rate of 19% where the conditions are met; Marginal Relief may apply between the thresholds

The standard profit thresholds are £50,000 and £250,000 under HMRC corporation tax rates. They are reduced for short accounting periods and adjusted for associated companies.

The information reflects the position at the time of preparation and may change. Decisions on incorporation, relocation and the use of tax regimes should take account of applicable legislation, the nature of the activities and the circumstances of the individual company.

When assessing UAE free zones, companies should consider updates to the lists of Qualifying Activities and Excluded Activities published by the UAE Ministry of Finance: Ministerial Decision No. 229 of 2025 replaced Decision No. 265 of 2023. The company’s activities and income must be assessed against the applicable rules.

Why Should AI Companies Consider Kyrgyzstan’s HTP?

Many AI companies develop and export software. The nature of these activities is what makes the HTP regime potentially applicable. Using the term “artificial intelligence” in a product description does not, in itself, establish eligibility for incentives: the work performed, contracts, and sources of income are decisive.

Developers of AI applications, machine-learning software or solutions for overseas customers should assess their activities against HTP requirements. A company primarily engaged in reselling equipment or providing services outside the permitted categories should not assume that the same regime will apply.

VAT treatment of work and services purchased from abroad is a separate HTP advantage. HTP residents are exempt from acting as VAT tax agents when purchasing work and services from foreign organisations and individual entrepreneurs where the place of supply is deemed to be the Kyrgyz Republic, an exemption established under Article 53(8) of the Tax Code of the Kyrgyz Republic.

For AI companies, this is particularly relevant when purchasing foreign software solutions, cloud services and computing services, provided the transactions fall within the scope of that provision. Where these costs represent a significant share of expenditure, the exemption may reduce the tax burden on purchases. Its effect should be included in the budget alongside the corporate income tax exemption. Applicability depends on the contract terms, the supplier’s status and the place-of-supply rules.

The VAT exemption for work and services purchased from abroad does not automatically extend to imports of equipment. Eligibility for exemptions on imported servers, GPUs and other goods must be assessed separately under Articles 53 and 434 of the Tax Code of the Kyrgyz Republic, taking account of the type of goods and the import conditions.

The income mix is also considered when assessing eligibility. Under Article 6 of the Law on the High Technology Park, at least 90% of income must derive from the activities listed in Article 4, which corresponds to the official initial registration requirements on the government portal. This condition must be distinguished from the export requirement.

Article 6 sets out the export condition by reference to the period after one year has elapsed from final registration. The HTP guidance on the 80% export requirement explains the criteria in terms of the share of goods, work and services exported and/or income derived from those exports. According to that guidance, the requirement applies from final registration, with the first assessment taking place after a full year. The direct customer matters: the presence of a foreign end user does not, by itself, make a transaction an export.

In November 2024, President of the Kyrgyz Republic Sadyr Japarov signed a law removing the time limit on the High Technology Park regime. The regime consequently became indefinite, giving residents greater certainty for long-term planning and business development.

An AI Company with $10 Million in Revenue: How Does the Profit Margin Affect the Burden?

Consider a company with annual revenue of $10 million. For this example, assume that all of its revenue falls within the HTP contribution base and that the company meets the regime’s requirements.

The 1% contribution would amount to $100,000 per year. The law provides for quarterly contributions; an annual amount is used here for comparison under Article 7 of the HTP Law. Activities covered by the regime qualify for the corporate income tax exemption, but $100,000 does not represent the company’s total tax and administrative costs.

The table shows the contribution as a share of profit. In this example, profit is calculated before the contribution and corporate income tax.

Illustrative calculation. The final column expresses the ratio between two amounts, not a statutory corporate income tax rate. The basis for the 1% calculation is described in the HTP comparative analysis of regional IT tax regimes.

As profitability increases, a revenue-based contribution accounts for a smaller share of profit. The regime may therefore be attractive to profitable software businesses. Companies with low margins and substantial spending on computing resources or third-party services should examine their financial model particularly carefully. A contribution may remain payable in a loss-making year if the company earns revenue.

Comparisons should cover the full budget: corporate taxes and contributions, employment and social insurance costs, audit, accounting, banking, cloud services and obligations in other countries. Applying a foreign corporate income tax rate to revenue and presenting the difference as a saving is incorrect.

What Should Companies Consider Beyond Tax?

The Team and the Nature of Development

Start with a specific hiring plan: application developers, machine-learning engineers, security specialists, or model researchers. Assess talent availability through recruitment and interviews. A national average salary will not tell you whether you can recruit the first ten employees with the required expertise.

An applied AI development team may prioritise productive engineering operations, while a laboratory may benefit more from proximity to a research community. These are differences between business models, not grounds for declaring one country the best location for every AI project.

Kyrgyzstan’s Potential for Low-Cost AI Computing

Kyrgyzstan could become a competitive location for AI computing thanks to inexpensive electricity and favourable cooling conditions. In a study by economist Michael Lokshin published by the World Bank in July 2026, the country ranks first for the lowest estimated cost among 85 countries in a scenario adjusting for subsidised electricity tariffs. The estimate for an NVIDIA H100 SXM is approximately $1.58 per GPU-hour.

Appendix D of the study examines a hypothetical data centre with 40 MW of IT capacity, or 43.2 MW including cooling. At a price of $2 per GPU-hour and 70% utilisation, the model produces approximately $701.3 million in annual revenue once planned utilisation is reached. Revenue is not profit: the project requires substantial investment and equipment replacement.

These figures are the results of research modelling. They are not a forecast of the actual revenue of a specific investment project or a guarantee that energy and computing infrastructure will be available in the Kyrgyz Republic. The $1.58 per GPU-hour estimate reflects modelled cost under the author’s assumptions; it is not a current commercial rental price for computing capacity.

Realising this potential requires data centres, reliable electricity supply, digital infrastructure, accessible financing and the confidence of overseas customers. The author emphasises that low energy costs alone do not guarantee export competitiveness.

This infrastructure opportunity should be assessed separately from the HTP tax regime: the eligibility of a particular data centre for resident status requires an independent assessment.

AI Regulation and Access to Customers

Incorporating outside a target market does not necessarily exempt a company from that market’s rules. The European Commission explains in its guidance on the scope of AI Act requirements that relevant obligations may apply to providers outside the EU, including when systems are placed on the European market or their outputs are used in the EU. The specific obligations depend on the product and the company’s role.

When planning a relocation, identify target markets, customers and regulated uses of the product. A low corporate tax rate does not determine whether a particular customer will be able to procure your solution.

Research Support and Investment

A loss-making AI laboratory should compare research incentives alongside corporate income tax rates. For example, the UK merged R&D support scheme provides a taxable credit calculated at 20% of qualifying expenditure, subject to eligibility conditions. This is not an unconditional refund of 20% of all AI-related spending.

Separately, discuss with prospective investors whether they can invest in the proposed structure. The entity raising capital, the intellectual property owner, and the operating team may serve different purposes. A structure spanning several countries requires its own assessment of taxes, actual business activities, and legal consequences.

How Can You Start an IT Business in Kyrgyzstan or Prepare for Relocation?

Kyrgyzstan can serve as a location for launching a new IT company, developing an international business, or relocating an existing operation. Preparation starts with an assessment of the business model, incorporation conditions, and HTP requirements. The company’s operating arrangements and the founders’ personal relocation should be planned separately: the steps will depend on the chosen business structure and where the team works.

  1. Assess HTP eligibility before changing the structure
Prepare a description of the product, development activities, revenue, and customer locations. Identify who signs contracts and receives payments. Discuss the model with the HTP Directorate.
  2. Distinguish incorporation from obtaining HTP resident status
These are separate procedures. The HTP step-by-step guide to resident status describes local incorporation, application submission and review, and a six-month initial period before final registration is considered. Reporting obligations and mandatory annual audits continue after admission.
  3. Check banking arrangements for your actual payment flows
Discuss the company’s owners, customer countries, currencies, transaction volumes, and supporting contracts with the bank. Opening an account and being able to execute the required international payments are separate stages. The availability of transactions and due diligence requirements vary between banks, as outlined in our banking guide for HTP residents.
  4. Determine which team members will need to relocate
If founders or employees intend to work from Kyrgyzstan, check their grounds for staying and working in the country, payroll arrangements, and personal tax residence. For team members who remain abroad, separately assess employment or contractor arrangements and obligations in the country where they work. The company’s HTP status does not replace individual immigration permissions.
  5. Address contracts and intellectual property
Identify the owner of the code and models, whether contracts can be transferred and whether customer consent is required. Assess the implications of transferring management, assets and functions with advisers in both jurisdictions.
  6. Prepare a twelve-month budget. Include HTP contributions, applicable employment and social insurance payments, professional services, infrastructure and relocation. Assign responsibility for monitoring the income mix and exports from the outset.

Frequently Asked Questions About HTP Taxes and Relocation

Is Every AI Company in Kyrgyzstan Exempt from Tax?

No. HTP tax incentives require resident status and compliance with the special regime’s conditions. Incorporation or a reference to AI alone is insufficient.

Does a 0% Corporate Income Tax Rate Mean There Are No Payments?

No. The contribution to the Directorate remains payable. Employment-related payments, social insurance, and other applicable obligations must be assessed separately.

Does the HTP Regime End in 2027?

No. The time limit was removed in 2024, and the HTP regime operates indefinitely. To use the incentives, a company must retain resident status and comply with the regime’s requirements, as noted by the National Investment Agency.

Can a Foreign Founder Establish a Company?

Yes. The High Technology Park framework provides that 100% foreign ownership is possible. HTP admission, banking arrangements, and the relocation of individuals involve separate procedures.

Must a Founder Move to Kyrgyzstan for the Company to Obtain HTP Resident Status?

A foreign founder’s personal relocation is not a mandatory condition for the company to obtain HTP resident status. The company must nevertheless comply with the requirements for registration and conducting activities in the Kyrgyz Republic.

The HTP operates on an extraterritorial basis: residents do not have to be located within a designated technology park site. Participation can therefore support the development of an international IT business without requiring the founder to change their place of residence. Whether employees can work from other countries and what local activity requirements apply must be assessed separately in light of the company’s structure.

Where Should You Start?

Prepare a concise business profile covering the product, owners, revenue forecast, customer countries, and planned team. Use it to seek advice on HTP eligibility before making a final relocation decision.

Is Kyrgyzstan Suitable for Your AI Company?

A software exporter with eligible activities, overseas customers, and a workable hiring and payment plan has concrete reasons to consider the HTP. A research company with substantial computing costs should additionally assess infrastructure access, research support, and investor requirements.

A decision is better informed when the same business model is compared across countries using consistent assumptions about revenue, profit and staffing needs.
