ICT Week Uzbekistan 2026 Highlights: Award for Kyrgyzstan, OTS Memorandum and HTP KR Participation
Kyrgyzstan ranked 1st in Asia-Pacific for taxation, signed an OTS MoU and presented local tech companies in Tashkent.
Tashkent, Uzbekistan — The delegation of the High Technology Park of the Kyrgyz Republic (HTP KR) participated in ICT Week Uzbekistan 2026, one of Central Asia’s largest technology events, bringing together representatives of technology parks, innovation organizations, venture funds, startups and technology companies from different countries.
One of the key events of the program was the OTS Technology Forum, held on September 23, 2026, at the CAEx exhibition complex. The forum featured panel discussions, a presentation of Kyrgyzstan’s IT potential, the signing of a multilateral Memorandum of Understanding between technology organizations of the Organization of Turkic States (OTS), as well as the presentation of the Startup Ecosystem Awards 2026 to HTP KR.
Kyrgyzstan Recognized as a Leader in the Taxation Environment for Innovators
The High Technology Park of the Kyrgyz Republic received the Startup Ecosystem Awards 2026 in the Best Taxation Environment for Innovators in Asia Pacific category.
According to the Innovators Business Environment Index 2026, prepared by the international research platform StartupBlink, Kyrgyzstan ranked 1st in the Asia-Pacific region in the Taxation category.
The category evaluates tax conditions that directly affect startups, entrepreneurs and innovation-driven companies.
For Kyrgyzstan, this recognition represents an important international acknowledgment of the competitiveness of its environment for technology entrepreneurship. Alongside human capital, infrastructure, access to investment and international markets, the taxation environment remains one of the important factors considered when choosing a jurisdiction for launching and scaling an innovation-driven business.
Memorandum of Understanding Signed within the OTS Framework
One of the significant outcomes of the OTS Technology Forum was the signing of a Memorandum of Understanding (MoU) aimed at strengthening cooperation and developing digital technologies, innovation and startup ecosystems across the Organization of Turkic States.
The Memorandum brought together five leading technology organizations:
- the Innovation and Digital Development Agency of the Republic of Azerbaijan (IDDA);
- Kazakhstan’s Astana Hub Autonomous Cluster Fund;
- the Executive Directorate of the High Technology Park of the Kyrgyz Republic;
- Türkiye’s Bilişim Vadisi;
- Uzbekistan’s IT Park, the Technology Park of Software Products and Information Technologies.
The document provides for stronger cooperation among the technology ecosystems of OTS countries, an annual Technology Forum, joint acceleration programs, mentoring initiatives and workshops, as well as support for startups entering the markets of participating countries.
The parties also intend to expand the exchange of information on global technology trends and organize joint hackathons, seminars, exhibitions and other initiatives.
The Memorandum reflects the intentions of the parties and does not create legally binding obligations. It enters into force after being signed by all participants, is valid for five years and provides for automatic renewal.
Chubak Temirov Speaks at the OTS Technology Forum Panel
HTP KR Deputy Director Chubak Temirov spoke at a key panel session of the forum dedicated to developing an integrated innovation ecosystem across OTS member states.
The discussion focused on practical mechanisms for integrating national startup support programs and developing cross-border soft-landing services that can help technology companies enter regional markets more efficiently.
Participants also discussed the development of regional venture capital networks, broader access to investment resources for startups and stronger cooperation among technology parks to jointly promote promising IT products in international markets.
Jasmin Eshmambetova Presents Kyrgyzstan’s IT Market
As part of the OTS Technology Forum, Jasmin Eshmambetova, Head of the Global Development Department at HTP KR, presented the Park’s activities and the opportunities offered by the technology sector of the Kyrgyz Republic.
Participants were introduced to the development dynamics of Kyrgyzstan’s IT market, the HTP KR special regime, existing tax incentives and legal mechanisms available to technology companies.
Particular attention was given to the sector’s export potential, practical cases and technology solutions developed by HTP residents, as well as opportunities for cooperation with international companies and partners.
HTP KR and Resident Companies at the Exhibition
The official HTP KR expo zone at ICT Week Uzbekistan 2026 featured the Park’s strategic partner AI Academy (@aiacademy.kg) and HTP resident companies:
- Iprofi ERP — a developer of comprehensive business process automation and enterprise resource planning systems;
- Enji AI — a developer of artificial intelligence-based solutions for optimizing internal IT processes;
- Sakaris – AI Safety Compliance for truck dispatchers — a specialized AI platform for monitoring safety standards and compliance in logistics and truck dispatch operations.
At the stand, the companies presented their digital products and solutions and held meetings with potential partners, investors and representatives of the international technology community.
The expo zone also provided international participants with an opportunity to learn more about Kyrgyzstan’s IT market, the conditions of the HTP KR special regime and the export potential of Kyrgyz technology companies.
Outcomes of HTP KR’s Participation
Participation in ICT Week Uzbekistan 2026 brought together several significant developments for HTP KR and Kyrgyzstan’s technology ecosystem: international recognition of the country’s taxation environment, the signing of a multilateral memorandum on cooperation within the OTS, participation in strategic dialogue on the future of the regional innovation ecosystem and the presentation of Kyrgyz technology companies to an international audience.
The award, stronger cooperation with technology organizations across the OTS and the participation of HTP resident companies in the international exhibition create additional opportunities to promote Kyrgyzstan’s IT potential, strengthen business connections and support the further expansion of Kyrgyz technology companies into international markets.
