The Kyrgyz Republic Brings SNAP to the UN in Geneva
BISHKEK / GENEVA, July 2026 — The Kyrgyz Republic has unveiled SNAP — Small Nations AI Powerhouses — an open global alliance designed to enable smaller nations to develop independent artificial intelligence capabilities. The initiative was presented this week at the United Nations Global Dialogue on AI Governance in Geneva.
THE PROBLEM: AI POWER IS CONCENTRATED
Of the roughly 7,000 languages spoken around the world, most remain invisible to artificial intelligence systems. When a language is not included in training data, its speakers are effectively excluded from the AI future. Today's AI landscape is dominated by a handful of large players with the compute, data, and talent to build frontier models. Small nations and small-language communities are largely left out of that race—not because they lack talent, but because the tools and infrastructure have not been built with them in mind.
SNAP addresses this critical gap by inviting developing nations to pool data, infrastructure, and expertise rather than compete in isolation.
THE SOLUTION: KANI TTS
In response, a Kyrgyz team has released Kani TTS, an open-source text-to-speech model that shows what is possible outside traditional AI centers:
• 400 million parameters — small enough to run on a standard laptop with just 3 GB of VRAM
• 40 seconds of continuous speech generation from that footprint
• Trained in 6 hours on 8× H100 GPUs — a fraction of the resources typically associated with modern AI development
• Supports 15+ languages, including Kyrgyz, Arabic, Urdu, and Creole
• 100% open source, with the full pretraining code released publicly — enabling any team to adapt the model to their own language
Kani TTS is already trending on Hugging Face. For the development team, this serves as early proof that world-class AI can be built in Bishkek, Cairo, or Santo Domingo just as well as in Silicon Valley.

The initiative aligns with broader conversations on AI governance and equity, emphasizing that technological advancement need not be concentrated in a small number of wealthy nations. Instead, smaller nations with agility, unique datasets, and collaborative spirit can build world-class AI capabilities independently.
