AI Startups, Digital Innovation and Regional Cooperation
Astana, Kazakhstan — The delegation of the High Technology Park of the Kyrgyz Republic (HTP KR) participated in the regional diplomatic C5+1 platform as part of the C5+1 SI Conference: Digital Innovation for Economic Growth, held in Astana on September 29–30, 2026.
The two-day conference brought together representatives of government institutions, technology companies and the expert community from Central Asia and the United States. The program focused on artificial intelligence, digital infrastructure, cybersecurity and new opportunities for technological and economic cooperation.
C5+1 as a Platform for Technology Dialogue
C5+1 brings together Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan with the United States and serves as a regional diplomatic platform for dialogue and joint efforts in areas of shared interest. The format has been operating since 2015.
In 2026, the Astana conference placed particular emphasis on the technology dimension of this cooperation. Participants discussed the development of artificial intelligence, digital infrastructure and data centers, cybersecurity, engagement with technology companies and opportunities for new regional initiatives.
For HTP KR, participation in the platform provided an opportunity to represent Kyrgyzstan in a professional regional dialogue focused on technology entrepreneurship and the development of Central Asia’s innovation ecosystem.
Chubak Temirov Participates in the AI Startup Ecosystem Panel
On the second day of the program, HTP KR Deputy Director Chubak Temirov participated in a panel session within the “Developing the AI Startup Ecosystem” thematic track.
The discussion focused on approaches to building an environment where technology teams and AI startups can develop products, identify opportunities for scaling and become part of a broader regional technology ecosystem.
HTP KR’s participation in the session provided an opportunity to present Kyrgyzstan’s experience in developing technology entrepreneurship and contribute to a professional exchange on the future of AI startups in Central Asia.
The development of the AI ecosystem was one of the prominent themes of the conference. C5+1 participants also discussed the infrastructure required for artificial intelligence, human capital, access to technology and conditions for attracting technology companies and investment to the region.
Engagement with Participants of the Regional Platform
The conference provided the HTP KR team with opportunities for direct engagement and exchange with representatives of government institutions, the technology sector and the expert community from C5+1 countries.
Participants included Mark Cameron, Deputy Assistant Secretary for South and Central Asian Affairs at the U.S. Department of State. During the conference, he addressed the development of Central Asia’s digital sector, technology infrastructure, cybersecurity and the potential for further cooperation across the region.
Participation in international platforms of this kind also enables HTP KR to establish professional connections and maintain direct dialogue with organizations and experts involved in the development of technology and the digital economy across Central Asia.
Artificial Intelligence and Digital Development on the Regional Agenda
The C5+1 SI Conference agenda reflected growing attention to issues directly related to the development of the technology sector, including artificial intelligence, digital infrastructure, cybersecurity, investment and human capital.
During the conference, representatives of Central Asian countries and the United States discussed opportunities for further cooperation in digital innovation and the creation of conditions for technology projects to develop. The official agenda also covered support for IT startups, AI research and education, digital services and telecommunications infrastructure.
For technology companies across the region, this dialogue creates additional opportunities to exchange expertise, develop international connections and explore new formats for cooperation.
HTP KR Expands International Engagement
Participation in C5+1 continued the High Technology Park of the Kyrgyz Republic’s efforts to represent the country’s technology potential at international and regional platforms.
For HTP KR, such formats provide opportunities to participate in professional discussions on artificial intelligence and the digital economy, represent Kyrgyzstan’s technology ecosystem and establish direct connections with members of the international technology community.
The High Technology Park will continue its efforts to expand international engagement, support technology entrepreneurship and broaden opportunities for Kyrgyz IT companies and startups.
